When the iPhone goes into silent mode, by default it turns on the Vibrate function, so that you’ll know when you get a call. But sometimes even vibrate can be too loud if you’re in a quiet meeting or trying to sleep while getting push notifications or texts. So to ensure that you’re not disturbed, go to Settings>Sounds>Vibrate and under the Silent section (right at the top) turn off Vibrate. Now your iPhone will still vibrate in regular mode, but won’t in silent!
